Job Overview
The Water Distribution Chief Operator oversees the daily operations, maintenance, and repair of the public water distribution system. This leadership role ensures the safe, efficient, and continuous delivery of potable water to the community while maintaining strict compliance with state and federal regulations.
Key Responsibilities
•
Operational Leadership: Direct field crews in installing, repairing, and maintaining water mains, valves, hydrants, and service lines.
•
Regulatory Compliance: Ensure all distribution activities meet EPA and state environmental standards for water quality and safety.
•
System Monitoring: Oversee SCADA system operations to track pressure zones, storage tank levels, and booster station performance.
•
Water Quality Management: Manage the system flushing program, cross-connection controls, and required water sampling schedules.
•
Emergency Response: Coordinate rapid deployment for water main breaks, system failures, and customer emergencies during and after hours.
•
Asset & Budget Management: Track inventory, recommend capital improvement projects, and manage the operational budget for the distribution division.
•
Safety Enforcement: Implement and enforce OSHA regulations, trench shoring standards, and traffic control safety protocols.
Required Qualifications
•
Driver's License: Valid Class E driver’s license (for standard commercial/delivery vehicles) or equivalent state-issued license.
•
Experience: Minimum of one year of experience in water distribution operations.
•
Licensing: Valid Distribution System Class II (DS II) certification or higher issued by the state regulatory agency.
•
Education: High school diploma, GED equivalent or higher
Preferred Skills
•
Technical Proficiency: Knowledge of water hydraulics, water chemistry, and pipeline construction methods.
•
Software Competency: Experience using GIS mapping tools and SCADA interfaces.
•
Communication: Strong verbal and written skills to handle public inquiries and draft official regulatory compliance reports.
Travel Distance: applicant would ideally live within a 30 minute travel distance of the District.
